Santa Marcela is a 5th class municipality in the province of Apayao. The smallest and youngest town of Apayao. It is the best small town in the province that is proud of its history, culture and tradition.

Best known as the "Cassava Basket" of the province.

According to the 2000 census, it has a population of 9,856 people in 1,995 households.

Santa Marcela and Pudtol, Apayao were originally territories of Luna before they gained their own municipal status.

Santa Marcela is politically subdivided into 13 barangays.

The Municipality of Sta, Marcela, Province of Apayao is inhabited by variuos ethnic groups such as Ilokano, Hantikano, Agtas, Ikalahaw, Isneg, Ibanag, Tagalog, Waray and Igorot. These tribes diversified in nature exhibit a unique culture which enriches the total cultural landscape of the town. The fusion of these unique cultures has evolved into an incomparable mixture that continues to transform Sta. Marcela's way of life capped with the philosophy of "Unity in Diversity".

The home of the most bizarre of spots the province of Apayao provides....the Bacut Lake.

Bacut Lake had been just a dimuinutive parcel of water, however, for its affluent feature for water reservoir, it was transformed to a dam. The place is endowed with an inimitable site exceptionally eye-catching is the islet at the center, roofed with diverse species of flora and fauna. The place proudly ofers a peaceable and idyllic venue for camping, boating/ rafting, picnics, fishing, eco-touring and a perfect place for resting.

The climate is dry between the months of November and April, and wet the rest of the year.
